Does Gmail have a send/recive message size limit?

It's Difficult to imagine any file send that could exceed 10mb at a time excluding large media files. Even if you wanted to send these large files you could zip and split the files into sendable 'chunks'.

I've tried to send from/to my gmail account with attachment ~9 mb. I doesnt works. It keeps saying over the allows attachment size. So... attached file less than 9mb to be on the save size.

It relates to the fact that encoded attachment is about 30% larger (3 bytes are encoded as 4 bytes). The limit is still 10M but 10M is referred to encoded value. Real limit is about 6M.

Base64 encoding increases file size by 1/3, so that would put the actual limit on unencoded file size around 7.5mb.
