Yes, it is. I have never found Photoshop to be very intuitive as it seems to do everything a in strange way. First you must make sure that you have an image open and the "Actions" toolbar open (Window > Actions). Then you must create a new action (tiny button to the left of the trashcan at the bottom of the "Actions" menu). This will start the recording. Go to "File > Save as..." and follow trough the actions to save as the size you want (save in a different folder so as not to overwrite your original). Then press the "Stop Recording Button" (tiny button on the very left at the bottom of the Actions menu). Then you can go into "File . Automate > Batch" and your new action should be in the "Action:" menu. Choose this and then the "Source" and "Destination Folders" and press OK. Choose different folders if you don't want your originals to be overwritten. You can also create a droplet (Shortcut on the Desktop) which does the same thing I believe but you will have to mess about a bit yourself as I am by no means a Photoshop expert.
