That's pretty standard, if not very user friendly.
Unfortunately, there are plenty of scum out there who want a good-looking website but aren't keen on the work required, so they just code a frameset in which they display other people's hard work and pass it off as theirs.  I've seen plenty of that, and even had it happen to me, so I use a frame-breaker on all my pages (they're not supposed to be in a frame, and if they find themselves in one they break out of it).  Unfortunately, things like that are increasingly necessary nowadays...
